It has become more than urgent to find solutions to provide a shelter for the thousands of homeless people, but also for the millions of climate refugees. Indeed, by 2050, there should be 250 million climate refugees in the world, according to the most recent study of the United Nations on the topic.

In France, the situation of the homeless and "under-housed" is appalling and requires to specify some figures and to remind some brakes:

• More than 143,000 people needed a roof over their head in 2017

• 501 deaths of homeless people in 2016 (men, women, children)

• A constant overload of the Hospitals, the nursing staff, the Samu Social*

• A lack of reception facilities

• Increasing social precariousness and number of workers living/sleeping in their car

Jean-Charles Le Lay and Frédéric Tabary, both interior designers and designers, could not resign themselves to this observation and hence imagined an innovative concept :

A passive energy and socially-cohesive housing, modular with a building-block approach, mobile, at reasonable cost, easy and quick to implement.

Thus was born the Home 311 Tabary Le Lay association and their projects Une Villa en Urgence (A Villa in emergency) and Un Camion en Urgence (An Emergency Truck).

The purpose is threefold ! Humanitarian, ecological and economic at the same time.

The objective at hand is to create an emergency housing by recycling and giving a second life to refrigerated trailers (transformed locally), which according to the european standards are obsolete after 12 years of use and have been exported to Africa so far, thus overburdening illegal dumps on this continent.

* The Samu social is a municipal humanitarian emergency service in several cities in France, whose purpose is to provide care and medical ambulatory aid and nursing to homeless people and people in social distress.
